Evolution and prospects of development the preferential crediting mechanism in agricultural enterprises

Abstract
The article is aimed at considering the current status of preferential crediting in agricultural enterprises, defining the main problems and justification the main directions of its improvement. The features partial reimbursement of the credit resources cost attracted by agricultural enterprises in banking institutions. Identified key problems of attracting concessional loans and proposed the directions of improvement the partial compensation existing mechanism of interest rates on loans granted by banking institutions to the agricultural enterprises. In particular, it is proposed: 1) to legislate the allocation of budget funds allocated for partial compensation of interest rates between the agricultural sector, for example, 40 % of the amount for the first аnd third areas and 60 % for the second, directly for agriculture; 2) to extend this mechanism to non-Bank financial institutions; 3) to simplify the procedure of competitive selection of agricultural enterprises, which claim to partial compensation and to ensure transparent implementation.
