EVOLUTION OF THE ROLE OF HIGHER EDUCATION IN THE CURRENT ECONOMIC SYSTEM

Abstract
In modern conditions, the level of education has become the key factor of effective economic development. The evolution of higher education functions is given according to the history of civilization: in the pre-industrial era, its major function was the accumulation and transfer of knowledge; in the industrial era, it was mass retransmission of professional knowledge; at the current post-industrial stage, it is the development of skills of lifelong knowledge creation. The processes of globalization and informatization has structurally and functionally complicated education through various integrational forms development. International collaboration has become the necessary university strategy. The goal of the inclusion of national higher education systems into the world educational space is quite controversial: on the one hand, the possibilities of using the world knowledge and experience in the educational process are extending; on the other hand, the activation of students, teaching, program and institutional mobility increases the risk of losing national specificity and contingent. A direct result of globalization processes intensification is the development of international education with the use of new information technologies, in particular, distance learning and online education, which also steps up the competition in the world market of educational services. Increasing of the participation of Ukraine in the processes of the global educational space functioning was caused by choosing the European direction of the Ukrainian economic development and the impossibility of building a competitive economy in modern conditions without the use of the latest achievements in science and education. Today, most of Ukrainian universities are the participants of international activities, but the level of the participation is low. It is mostly typical for the processes of institutional and program mobility.
