Executive Authority and Civil Society: Aspects of Interaction

Abstract

The article explores issues of cooperation between executive authorities and civil society. Participation of nation or community in the management of public affairs, politics and state activities is defined as the criterion for the effectiveness of public authorities in its assessment. Creation of authorities according to the European standards should be based on the establishment of interaction between the government and civil society in all fields of public life. It is especially relevant for the executive branch, as this branch is the most numerous and has significant powers in the implementation of rights, freedoms and legitimate interests of citizens. The following three stages of influence on the executive branch are highlighted in the article: establishment of executive bodies; execution of powers by executive authorities; control over the activities of these bodies. Certain aspects of the interaction between such institutes of civil society as political parties, public organizations, public self-initiative bodies and trade unions were researched. The role of political parties in co-operation with the executive branch is displayed in the following: mediated formation of executive bodies; monitoring of their activity; ensuring openness of their activity; making proposals of improvement of public policy in a particular area; supervision conducted by political parties, critical evaluation of their activity. Public organizations play a significant role in the formation and functioning of the system of executive power. In particular, they monitor, analyze and prognosticate social and political processes, hold public consultations on issues of formation and implementation of state policy, arrange communication between society and executive authorities, inform citizens about the activities and decisions of executive authorities in various fields. The role of local self-initiative bodies and trade unions in cooperation with executive authorities has also been proven in the article.
