EXPERIENCE OF FORCE LAW ENFORCEMENT AND INTERNATIONAL ORGANIZATIONS WITH THE SETTLEMENT OF THE ARMED CONFLICTS IN THE POST-SOVIET COUNTRIES

Abstract

The armed conflict in the South East of Ukraine led to significant civilian casualties and law enforcement forces. The settlement of the armed conflict by the counterterrorist operation revealed a number of issues in the organization of the Special monitoring mission the Organization for Security and Cooperation in Europe and its interaction with units of law enforcement forces of Ukraine. Thus, under these conditions the question of research experience of law enforcement forces and international organizations to resolve the armed conflict in the territory of the former Soviet Union are extremely important. In recent years some literature issues affecting the regulatory and legal principles of settlement of the armed conflict. Raise the study of the conflicts in the former Soviet countries and the appropriateness of the involvement of police missions in Ukraine during the antiterrorist operation in the Donetsk and Lugansk regions. However, the direction of scientific research experience of law enforcement forces and international organizations to resolve the armed conflict in the territory of the former Soviet Union to determine a solution to the armed conflict on the territory of Ukraine in research paid insufficient attention. The article is an analysis of the experience of the settlement of armed conflicts in the former Soviet countries and the formation of proposals solution to the armed conflict in Ukraine. In the article the author analyzes the concept of social conflict and the sources of its emergence in the post-Soviet states. Established that armed conflict can lead to «unrecognized states». Determined that the leading role in the settlement of armed conflicts on post-Soviet territory played an international peacekeeping mission. The analysis and the classification given to police peacekeeping missions and the necessity of their involvement in the settlement of the armed conflict in the Donetsk and Lugansk regions. The proposals of solution to the armed conflict in Ukraine.
