EXPERIENCE OF REFORMS OF STATE MANAGEMENT OF THE SLOVAK REPUBLIC (1990–2006 YEARS) FOR THE DECENTRALIZATION PROCESS IN UKRAINE

Abstract
The article analyzes the experience of the Slovak Government in the processes of changing the territorial and administrative division and the creation of an effective level of local government, with the simultaneous transfer of several hundreds of powers from the state level of government to the municipalities, which has allowed to provide funding for local communities and thus strengthen territorial autonomy in decision-making. An analysis of the current state of decentralization processes in Ukraine and Zakarpattia region is also given, as well as recommendations on the implementation of the experience of the nearest European neighbors in order to master the new facets of the modern regional policy of the European Union.
