External transfer as a element of reform of technological bases of enterprises of domestic mining-metallurgical complex

Abstract
Introduction. The mining and metallurgical complex of Ukraine largely determines the country's production profile in external trade markets. The situation that has developed in the domestic technology market does not allow for a sufficiently high level of competitiveness and product quality. As a result, the level of profitability of enterprises is declining. Accordingly, deductions to the budget are reduced. In addition, among the profile specialists there is no single point of view on the solution of this problem. In particular, this can be solved with the help of an external transfer of innovative technological products. Purpose. The aim of the work is to develop an algorithm for the external transfer of innovative technological products. When writing the work used methods of synthesis, comparisons, structural and logical analysis. Results. Since the repair and modernization of the technological base of metallurgical enterprises is not advisable, it is better to use its update through a transfer. The developed algorithm for the external transfer of innovative technological products consists of 11 stages. The leading role in it is assigned to the Technology Transfer Center, established on the basis of the National Academy of Sciences of Ukraine. The center can become a generator of new technological ideas in the future. On the basis of CTT, it is possible to create a bank of innovations to establish their own production. This will exclude recourse to foreign manufacturers of innovative technological products. Conclusion. In view of the absence of national technological standards and innovative developments that would be less energy-consuming but more environmentally friendly than existing ones, the option of external transfer of relevant innovative products was chosen and an algorithm for its implementation was proposed, giving it a leading role in the state administration.
