Factors Affecting Ethical Standards in Public Procurement in Kenya

Abstract

Public Procurement is one of the most hotly discussed topic in the Kenya and Africa public domains. It is through flawed public procurement that billions of dollars were lost by the Kenyan tax payer over the twenty several years. This conceptual research had the overall objective of investigating the factors affecting the ethical standards in public procurement in Kenya. The study culled its variables from the Trevino Person –Situation Interactionist Model of Decision-Making. The study established that individual factors are the leading variable affecting the ethical standards in public procurement in the country. Other factors are environmental and organizational culture. The study recommends frequent independent procurement audits and rigorous monitoring to ensure compliance to the procurement Code of Conduct as a way of enhancing the ethical standards in public procurement. There also has to be in place proper documentation of all public procurement activities to ensure complete audit trails to trace fraudulent (unethical) procurement practices.
