FACTORS OF THE IMPACT OF MIGRATION POLICY ON FORMING HUMAN CAPITAL OF STATES

Abstract

World economic and political trends have greatly transformed the migration processes of all levels, making them almost the main topic for discussion by key global actors. The modern optimal migration policy of the state should be based on a comprehensive study of the factors of migration processes at the national, regional and global levels. At the world level, there is a need for developing new approaches in the global regulation of migration processes. The migration policy of the leading states has a significant impact on the formation of their human capital through the application of a competent approach to labor migrants, the establishment of criteria for the availability of appropriate education, specialty, level of qualification and intelligence. Migration processes are rapidly changing under the influence of processes of globalization, regional and national peculiarities, along with the concept of “migration policy of the state” should also consider the concept of “global migration policy”, which should regulate the processes of migration on a global scale, the results of which should become socio-economic, demographic and political development of the countries, and the negative effects will be eliminated as much as possible. One of the conditions for improving the quality of human capital is the development of competences of migrants. Competences include knowledge, skills, and skills for successful professional activities. The problem of the quality of labor migration for Ukraine is important, as labor migration is an important resource for Ukraine on the labor market as a result of the shortage of labor resources (immigration) and aging of the population. However, in the context of the formation of an innovative economy, it is necessary to study not only the quantitative aspect of foreign labor migration, but also its qualitative indicators that influence the formation of the human capital of the state.
