“Failed state” and long-term policy transfer: toward the problem of successful import of administrative and management institutions

Abstract
The article is devoted to the phenomenon of “failed state”, the urgency of which is determined either by a complex of threats and dangers that inevitably arise in the context of the failed states in the modern world, or by the complex reforming of their power and management system, designed to organize the lives of large human communities. Taking into account the fact that there are now wide opportunities for the introduction of “best practices” in the field of public administration, the author attempts to identify some of the problem aspects of policy transfer, and also identifies the factors that contribute to the successful import of administrative and management structures as important component of the overall process aimed at restoring the functional capacity of the state.
