Family Policy in Eastern Europe: Development in Estonia and Belarus

Abstract
The aim of the article is to investigate the ways of development of family policy in the post-Soviet countries - Belarus and Estonia. These two countries are characterized by close demographic development, close problems, and the common historical past of the social policy system. In both countries a relatively high fertility in recent years In Estonia and Belarus, a family-friendly state has been declared, but different approaches are prevalent. In Belarus, a tangible emphasis is placed on material support in the early stages of parenting, and Estonian family policy is focused on parents support in their self-realization. The approach of Estonia is more in line with modern demographic trends and behavioral frameworks, besides material support, also supporting working parents, ensuring gender equality, improving parents’ knowledge and skills. Changes in fertility rates reflect the introduction of family policy tools in Estonia, Belarus and Ukraine, but the changes are associated with changes in the «birth calendar», which ultimately does not have a significant effect on the cohort fertility.
