Features of the Ukrainian market of public goods

Abstract
The purpose of this article is to analyze existing scientific approaches to the regulation of the public goods market. The modern state provides a lot of services to citizens, among which in a special place occupy the so-called public goods. In the process of preparation of the article methods of logical generalization of theoretical developments and personal observations were used, which allowed to systematize existing scientific approaches to the regulation of the market of public goods. Providing public services inevitably raises the problem of controlling budget expenditures, their efficiency and expediency. The assessment of the feasibility of production of public goods is complicated by the monopoly of the state in fulfilling certain functions, which generates asymmetry of information on the adoption and implementation of decisions of state bodies. In addition, the analysis of external influences (externalities) from consumption of public goods is subject to the influence of political forces. Regulatory policy - this is a certain interference in the processes taking place in socio-economic systems. In turn, socio-economic systems are recognized as one of the most difficult ones for modeling. This is due to factors such as the ability of system elements to influence the model itself through the actual editing of the output data, the ability to change the conditions of development, the lack of standards of behavior in non-standard situations, etc. Therefore, the result of regulatory acts may be unexpected, enter into dissonance with the motives of regulation.
