FIGHT AGAINST ILLICIT AND NON-MARKET REVENUES AS A CONDITION OF DEVELOPMENT OF THE LEGAL ECONOMY IN UKRAINE

Abstract
Problem setting. It is useful to indicate, what reforms in a system of revenue formation needed for development of the legal economy have been undertaken and what reforms should be initiated in Ukraine. Recent research and publications analysis. Numerous scientists such as J. Buchanan, B. Ackerman, F. Farina, N. Berggren, W. Block, T. DiLorenzo have enhanced theoretical frameworks of the constitutional economy. H. M. Andreieva, P. D. Barenboim, H. A. Hadzhyiev, S. Yu. Danylov, P. O. Dobrodumov, V. D. Mazaiev, etc. consider problematics of the constitutional economy under conditions of the transformational economy. Simultaneously, a matter of fight against illicit and non-market revenues and its influence on development of the legal economy in Ukraine has not been sufficiently examined. Paper objective. An article purpose is to characterize the state and prospects of fight against illicit and non-market revenues as a condition of development of the legal economy in Ukraine. Paper main body. Fight against illicit and non-market revenues supported by a considerable number of persons interested in maintaining the status quo is the basis for devel opment of the legal economy in Ukraine within a complex of measures “spheres – procedures– executives – staff – control”. Since Euromaidan, many reforms have been launched. Nevertheless, effectiveness of a majority of them is low. There are several reforms, which may be considered more or less successful: implementation of the public procurement system ProZorro; procurement of medicines for Ukraine through international organizations; formation of the National Police, the National Anti-Corruption Bureau of Ukraine, and the National Agency on Corruption Prevention. The following measures are to be undertaken: reduction of economic and public administration sectors generating illicit and non-market revenues; comprehensive deregulation of the economy, transition to automatically functioning regulators, and radical reduction of discretionary power; extension of authorities of newly created anti-corruption entities and formation of the anti-corruption court; clearing executives of corrupters; implementation of effective control of revenues and expenses of politicians and public officials; development of accountabilities of the power to the public. Conclusions of the research. The author considers measures, which are aimed at undermining the economic basis of the illicit economic activity, the underground economy, and corruption, to be the most prior among proposed ones. These measures provide reduction of power of that part of governmental officials, politicians, and entrepreneurs, which impedes development of the legal economy in Ukraine. Short Abstract for an article Abstract. The author suggests to consider the fight against illicit and non-market revenues to be a condition of evolvement of the legal economy in Ukraine. The fight is directed against a number of persons and financial-industrial groups interested in maintaining the status quo. The author has indicated the content of this fight within the complex of measures “spheres – procedures – executives – staff – control”. The author has ascertained what essential measures have been undertaken and what measures should be initiated.
