FINANCIAL SUPPORT OF HIGHER EDUCATION ESTABLISHMENTS IN THE CONDITIONS OF PASSING TO FINANCIAL AND ECONOMIC AUTONOMY

Abstract
Financial support of higher education establishments comes forward as key investments of the state in an intellectual and social capital, which in the conditions of increased competition in the field of innovative developments acquires considerable weight, including in the necessity to increase the labour productivity. The gradual transition to a model of the functioning of the educational system on principles of the needs of the labour market has led to a change in the financing of educational institutions with the expansion of their economic and financial independence. The aim of the article is research of financial support of higher education establishments in the conditions of passing to the financial and economic autonomy. International practice certifies two basic models of the state financing of establishments of higher education, which include: allocation of budgetary funds to educational institutions on the basis of established standards; allocation of budgetary funds to educational institutions on the basis of the demand of the corresponding educational service. There is a model of the state and non-state financing of higher education establishments in modern terms. Application of the principle of financing of higher education establishments is aimed at developing the autonomy and independence in educational program elaboration. The autonomy of establishments of higher education in general case assists the strengthening of civil society and education and scientific development since state regulation is diminishing, the equality of rights and obligations with the provision of organizational and financial instruments in the economic activity of higher education institutions is stimulated. The basic tasks of improvement of state regulation of educational activity within the limits of financial autonomy of higher education establishments should be: development of process of budgeting and inter-budgetary transfers; support for block grants system as opposed to the distribution of budgetary expenditures on education by items; change of the mechanism of state licensing and accreditation; permission to change wage rate scale; decentralization of institution management and educational system; development of the system of financial planning of establishments taking into account socio-demographic indicators; strengthening of the positions of supervisory boards.
