FINANCING OF PUBLIC INVESTMENTS IN ENVIRONMENT FRIENDLY ENERGY WITH EUROPEAN UNION FUNDS ON THE EXAMPLE OF LUBELSKIE PROVICE COMMUNES

Abstract
The aim of the paper was to present the strategic objectives related to financing of investments in environment friendly energy in the European Union and Poland. The study contains considerations referring to the scale and the possibilities of financing energy investments carried out by local government units. The study was based on analysis of programming documents and legal acts related to a low carbon economy and renewable energy sources. With funding from the Operational Programme Infrastructure and Environment and the Regional Operational Programme of Lublin in the period 2007-2013 energy projects carried out by Lubelskie province communes, were the subject of research. The results indicate that there is great interest in public energy investments.<br/><br/>
