Fire Safety of Municipal Waste Incineration Building - Case Study

Journal Title: Safety & Fire Technology - Year 2016, Vol 42, Issue 42

Abstract

Aim: The aim of the article is to present the characteristics of buildings containing installations of municipal waste thermal treatment in terms of fire protection and individual technical solutions for fire security. Introduction: The subject of this article is to show fire safety characteristics of buildings containing installations for municipal waste incineration. In order to present specific design solutions, technical opinions developed for waste incineration plant in Poznan were used. The general characteristics of buildings, waste incineration plants, their basic components, fire resistance class and zoning fire were presented. Due to specific legal provisions for this type of buildings in Poland, the study characterized the requirements of NFPA 850. The author’s problem solutions are a part of the study. They relate to the characteristics of fire building incinerators in Poznan in terms of protecting the operator’s window, protection of large diameter installation passage and a justification for the derogation from the requirements for fire power switch. Methodology: To accomplish the objectives an analysis of legal acts in force in Poland and in the world was carried out. Project documentation and individual solutions regarding waste incineration plant in Poznan were also examined. Conclusions: Building law in Poland, in the area of technical and construction regulations, is not dedicated to specific industrial buildings and technological installations located in them, including incineration of municipal waste. In order to carry out tasks of providing fire safety in these buildings these areas of the Polish regulations should be used that apply generally to all buildings, as well as foreign technical standards (in the case of waste incineration plants – NFPA 850), deviations from the requirements of the technical and construction requirements and from individual technical documentation. The adopted concept of fire safety should be consistent and take into account all the requirements and standards. According to the authors of this article, it should result from base documents, which, for industrial buildings, is the scenario of fire development and scenario of fire systems cooperation. This article, apart from its review values, can provide guidance for the development of a fire safety concept and fire protection projects for the municipal waste incineration buildings.
