FORESIGHT – ECOSUSTAINABLE DETERMINANTS OF STRATEGIC MODERNIZATION OF HYDROELECTRIC POWER PLANTS

Abstract
In the paper the foresight methodology as an ecosustainable determinants of strategic modernization of hydroelectric power plants in the conditions of the external challenges and threats is revealed. This paper discusses the basic concepts of foresight methodology. Based on the analysis of the real sector of the economy, it shows the largely exhausted the possibility of increasing production due to extensive factors, so it is necessary to provide the strategic modernization of the economy through the introduction of modern technologies. The need for a strategic modernization of hydroelectric power plants is identified through the use of foresight methodology taking into account external challenges and threats for the implementation of a package of measures aimed at permanent improvement of technical and technological, socio-economic and ecological processes in their activities. There was developed the mechanism for strategic modernization of hydroelectric power, which is based on the principles of public-private partnerships and allows to reconcile the interests of the public and private partners and consider the impact of institutions investing in the strategic modernization.
