FOREST CERTIFICATION AS A TOOL FOR ENVIRONMENTAL MANAGEMENT AND INNOVATION-INVESTMENT DEVELOPMENT OF THE SYSTEM OF FOREST COMPLEX OF UKRAINE

Abstract

Problem setting. The article deals with the issues of forest certification as a direction of development for the formation of an effective innovation system of the forestry complex of Ukraine. The development of environmental management was entrusted in 1992 with the development of the BS 7750 (Specification for Environmental Management Systems) Standard prepared by the British Standards Institute and requested by the British Confederation of Industry. Environmental management should take into account the contradiction between the growing needs of people and the limited capacity of the biosphere of natural resources and determine the rational relationship between levels of consumption, development, production and environmental factors, that is, to make a dialectical character. Article’s main body. The paper also focuses on the need to improve the current legislation in this area, including the introduction of forest certification at the national level. It is noted that forest management is called to create an integrated system of management activities for ecologically sustainable use and reproduction of forest resources. The operation of forest management as a system of management activities involves the implementation of general and special management functions, the use of various methods, tools, forms and structures for managing the resource and ecological potential of forests. Conclusions and prospects for the development. The current stage of management development in forestry management is based on a resource management model, the main principle of which is continuous and non-exhaustive forest management (BNLK), which determines the optimization of the volumes of all types of use of forest resources. The gradual transition to a system of ecologically oriented forest management ensures simultaneous achievement of forest ecological, ecological, economic and social objectives of forest management.
