FORMATION OF APPROACHES TO THE GOVERNMENT POLICY OF WATER DEVELOPMENT

Abstract
The formation of approaches to the state policy of water industry development, which is determined by the monopoly character and has a social orientation, provides for the important role of the state in the system of organizational and economic relations in the water sector. The importance of applying economic methods of management that provides financing for water management, activation of investment and innovation processes, attraction of extrabudgetary sources of funding, and also encourages the rational use and protection of water resources is substantiated. Investigation of the functions: the Cabinet of Ministers of Ukraine in the field of environmental protection, the Ministry of Ecology and Natural Resources of Ukraine and the State Agency of Water Resources of Ukraine. The components of the approach to the state policy of water management development are proposed.
