From Voting Rights to Gender Quotas. Gender (In)Equality in Contemporary France Politics

Abstract
Electoral law is what safeguards one of the most fundamental democratic rights, since in democratic regimes citizens participate in state governance through their representatives. France is often depicted as the cradle of human rights, and it is at the same time a country where women have been claiming a permanent and equitable place in public space since the 18th century. Although the universal electoral law enacted in 1848 applied to French citizens only, it had the long-term effect of strengthening the feminist (suffragist) movement, eventually leading to the granting of women’s suffrage in 1944. The profound socio-economic changes spanning the 1960s and 1970s and the low rate of women’s participation in representative bodies spurred further amendments of the electoral law mandating gender parity.
