FUNCTIONS OF FACILITY MANAGER: UKRAINIAN SPECIFICITY, INTERNATIONAL PRACTICE AND TRENDS

Abstract

The functions of managers on the market of housing and communal services are investigated in a situation where residents as consumers of services act simultaneously as co-owners of multi-apartment houses. Analyzing the legislation of Ukraine there are noted the limited and routine current functions for servicing buildings and land, imposed on managers by the law "On Housing and Municipal Services" and the uncertainty of the mechanism for the mandatory implementation of their strategic functions. In particular, it is criticized the lack of organization of capital repairs in these functions. On the other hand, it has been shown that the Law "On the peculiarities of realization of the right of ownership in an apartment building" obliges the co-owners to provide a normal technical condition of the house, to carry out its inspection, major repairs and reconstruction, which requires the involvement of professional managers. Their qualifications should be substantially improved. The relevant scientific-practical approaches and functions of facility managers and managers of real property abroad are analyzed. On the basis of researches of Ukrainian and Russian authors the typical specialization of management in the spheres is shown: building management, organization of provision of standard housing and communal services (water supply, power supply, waste management, etc.) and management of property. It is proved that under these conditions the interests of homeowners and professional managers should cover all three areas mentioned above. Taking into account the tendencies of the expansion of functions of facility management with the focus on different categories of tenants (Service Engineering Approach) it is shown the possibility of offering by managers a number of additional functions. The conclusion is made on the necessity of substantially deepening the approaches of Ukrainian legislation, methodology and practice of housing managing companies to ensure the provision of the full spectrum of technical, financial and other services to homeowners-co-owners of houses.
