Abstract
In Africa, technological innovation has helped to uncover dynamics in contrast with the frozen image that some might have of the continent. Information and communication technologies (ICTs) are a challenge for international operators. What are the consequences of ICTs diffusion policies ? In a context of globalization, how do people appropriate those technologies?
