GOOD GOVERNANCE IN TURKEY

Abstract

Within the scope of developments in public administration, instead of traditional public administration, new public administration approach dominated. A view of the new concept of public administration is governance. Governance is a management model based on co-management, which envisages the participation of all actors in decision-making processes. It is necessary to strengthen citizen and government communication in new world order. It is necessary to strengthen citizen and government communication in Yenidwon order. Governance is important in this regard. Governance is important in this regard. The basic principles of governance are democratic participation and accountability, government effectiveness, political stability and absence of violence, regulatory quality, control of corruption and law and order. Good governance is provided by the fulfillment of these principles. The World Bank’s studies on good governance has an important place. In this context, data are published since 1996 under the name of World Governance Index. In this study it is investigated the level of governance in Turkey within the framework of World Bank governance indices. When the average values for 1996-2016 period are examined, it can be said that Turkey has an average level of governance with approximately 48 point out of 100. In addition, the principles with higher index values than the others are determined as regulatory quality and the effectiveness of the government, while the principles with the lower index values than the others are determined as democratic participation and accountability with political stability and absence of violence.
