ГРОМАДСЬКА ДУМКА ЯК КРИТЕРІЙ ОЦІНКИ ДІЯЛЬНОСТІ НАЦІОНАЛЬНОЇ ПОЛІЦІЇ

Abstract
Розкрито теоретичні підходи до визначення принципу взаємодії поліції з громадськістю на партнерських засадах, спрямованого на забезпечення суспільної довіри та підтримки громадянами поліції. Проаналізовано вплив інституту громадської думки про діяльність поліції на ефективність службової діяльності Національної поліції в умовах реформаційних процесів у правоохоронній системі держави. Охарактеризовано варіанти впливу громадської думки на діяльність органів і підрозділів Національної поліції, підходи, способи її виявлення та формування. Обґрунтовано потребу обов’язкового врахування громадської думки при прийнятті нормативно-правових актів, що регулюють діяльність органів Національної поліції. From the point of view of system analysis, public opinion is considered as a criterion for assessing the activities of the National Police. The influence of public opinion on the activities of bodies and units of the National Police, approaches, ways of its identification and formation are investigated. The analysis of the influence of public opinion on the police activity as a means of public control was carried out. The ways of compulsory consideration of public opinion during the adoption of normative and legal acts regulating the activities of the National Police bodies are examined. The adoption of the Law of Ukraine «On the National Police» was an important stage in reforming of law enforcement agencies. The main idea of this normative and legal act was the formation of trust in the National Police bodies, that is, the legal establishment of the partnership model of the relationship between the society and the police. In fact, such a model was reflected in the important principle of police activity, which is the police desire to ensure public trust and support for citizens. The implementation of this principle of the police activity becomes an important task of the lawenforcement system and directly affects the development of all administrative legislation regulating the police activities. Increasing public trust and support is stipulated by the legality of the activity of the law enforcement agency: the legality of the police activity increases the trust of citizens, and the trust of citizens forces the police to act in the legal field. Therefore, it is so important to involve citizens in ensuring this legal regime, its integration into the mechanism of increasing public trust and support of the police.
