GROUNDS, CONDITIONS AND SUBJECTS OF LEGAL RELATIONS FOR COMPENSATION OF DAMAGE CAUSED BY THE LOCAL SELF-GOVERNMENT BODY IN THE FIELD OF RULE-MAKING ACTIVITY

Abstract
The article deals with the main source elements of the dynamics of legal relations for the compensation of damage caused by the local self-government body in the field of normative activity. The concept of norm-setting activity and its sphere are defined, so as potential subjects of illegal behavior in the field of normative activity and types of harm that can be caused. There is a distinction between material and moral damage that may be caused by the local self-government body in the field of rule-making activity. It is proved that the legislation regulating the compensation of damage caused by the bodies of local self-government in the sphere of rule-making activity requires the expansion of the range of legal relations to which it applies, in order to ensure the comprehensive protection of civil rights of other subjects.
