HEADMAN AS A NEW ORGANIZATIONAL FORM OF LOCAL SELF-GOVERNMENT AND ITS PARTICIPATION IN IMPLEMENTING THE SOCIAL FUNCTION

Abstract
The article focuses on topical issues of local self-government reform, directions, mechanisms, timing of the formation of effective local self-government and territorial organization of power from the point of view of the capacity of the local self-government institute to maximize the provision of high-quality and affordable public services, strengthen institutions of democracy, protect the interests of citizens in all spheres of life. The main objective of decentralization of management is to increase the motivation of local human communities (communities) to self-development based on the effective use of local resources and their own capabilities. For Ukraine, this is a difficult task, especially in rural areas, where the population is dispersed in small and small villages, its demographic structure is deformed, human capital is depreciated, and sources of economic development are limited. Therefore, it is extremely important during the administrative and territorial reform and the transfer of certain powers and functions of executive power to local self-government bodies to preserve and consolidate the rights of rural communities in solving local issues and strengthen the institutional framework for the realization of these rights. The solution of this issue on the ground can be facilitated by the introduction of an institution of old age. The analysis of the activity of the old-age institute, which is being formed in Ukraine today, should become a mechanism for the formation of effective local self-government and territorial organization of power capable of ensuring, as far as possible, the provision of high-quality and accessible public services to the population, the establishment of democratic institutions and the satisfaction of citizens in all spheres of life in the respective territory, coordination of interests of the state on the one hand and territorial communities on the other.
