HEALTH INSURANCE IN UKRAINE: SELECTION OF CONCEPTUAL APPROACH TO REFORM

Abstract
The problem of reforming the financial provision of health care in Ukraine is considered in the article. Based on the review of international experience models of health care financing it is concluded that the only effective model does not exist, the reform of health care financing and health insurance in Ukraine needs to find its own approaches. As a conceptual basis it is proposed to address the issue comprehensively, with an emphasis on withdrawal from the deep socio-economic and political crisis, creating the conditions for growth in gross domestic product as a result of neoindustrialization that will empower the state to increase the overall size of spending on health care and promote optimal ratio of mandatory and voluntary health insurance on the basis of public-private partnerships.
