Health, Safety, and the Environment (HSE): Evaluating the Performance of Oil and Gas Refineries Safety Processes

Abstract
In order to manage dynamic and effective on a safety process and continuous improvement, there is a need to use a system for measuring performance and measuring the effectiveness of the safety process, in this way, by determining the status and efficiency of each safety organization, appropriate corrective action Continuous improvement is identified and applied. The purpose of this paper is to evaluate the efficiency of oil and oil and gas refineries' safety units using AHP / DEA. In this way, using the mathematical and logical method of weaknesses of each unit, clear decision making and potential opportunities for improvement are revealed. This method has been investigated by a case study in oil and oil and gas refineries in Assalouyeh region, and it has been specified for other units by identifying the superior units, the way and the rate of their modeling.
