Abstract

Norberto Bobbio, a remarkable Italian jurist, in the book “The Age of Rights”, stated that “the great problem of human rights today is not so much to justify, but rather to undertake them. It is a political problem, not a philosophical one. Therefore, it is absolutely important to notice that, if there are problems related to the effectiveness of disabled persons’ human rights in times of normality, these problems are simply huge in times of coronavirus.
