HISTORICAL AND LEGAL ASPECT OF FORMATION OF THE INSTITUTE OF PUBLIC SERVICE OF UKRAINE

Abstract
The article is devoted to the main stages of The Institute of public administration in public management formation and development from the moment of foundation of the state service in Ukraine to the present. Public service is considered as a mechanism of achieving the goals and tasks of the state and as a part of the mechanism of state control. The periodiza- tion of formation and development of The Institute of state service of Ukraine is developed on the basis of the legal status of civil servant research in historical-legal aspect.
