HISTORY AND THEORY OF LOCAL FINANCES IN ECONOMIC OPINION THE SECOND HALF OF THE XIX – THE BEGINNING OF THE ХХ CENTURY

Abstract
The article analyzes the development of the domestic financial science of the late XIX – early XX centuries, analyzes the theoretical foundations of budget formation, a set of views and research on the essence of local finance. The concept of budget specialization is investigated, on the definite structure of expenditures of local finances. Based on the analysis, the principles of the budget process that took place in the financial theory of the end of the nineteenth century were formulated.
