Human capital management in the higher education system of the Republic of Kazakhstan: key trends in the context of innovative economy

Abstract
Nowadays, in the conditions of integration and high competition in the world arena, the role of human capital has significantly increased. In this regard, great emphasis is placed on universities, since the realized human capital formed within the walls of higher education institutions determines the main competitive advantages of the economy of the region and the country, possible trajectories of its further modernization and the level of innovative development. Management of the process of formation and development of human capital is a number of specific measures to facilitate the process of transition to the innovation economy and post-industrial society. development of human capital in the system of higher education in Kazakhstan, taking into account the transition of the economy to the innovative path of development. Within the framework of scientific and practical significance of the work, the authors answer the main research question about what changes in higher education at the global, world-wide and local, state levels affect the formation and development of human capital at present. The authors, analyzing the current global trends in the development of higher education – massivization, internationalization, digitalization and ecosystem transformation of higher education, conclude that to ensure the development of human capital higher education institutions should become drivers of ecosystem development of higher education, strengthening and accelerating the capitalization of human potential. The conditions for the development and formation of quality human capital in higher education institutions of Kazakhstan are the creation of the necessary innovative and entrepreneurial environment, ensuring technology transfer and commercialization of scientific developments, the development of partnerships of HE educational institutions with key stakeholders of the labor market: industrial partners, public authorities of all levels, organizations of the non-profit sector and public sector, parental community and graduates of the HE system. The value of this study lies in the fact that the authors have identified the conditions affecting the development and formation of quality human capital in higher education institutions of Kazakhstan.
