[i][b]A Differently Dangerous World[/b][/i]

Abstract

The attack on the USA on September 11th 2001 increased awareness of new sources and types of threats. Many questions arise concerning security policies and military strategies, the role of interna-tional law and some of its current institutions. The circumstances are changing, as well as objectives and the methods of using armed forces, but also some of the actors. In practice and in doctrine spe-cific constructions have appeared: humanitarian intervention, as well as proactive and preventive op-erations. On the one hand, these concepts are criticized for their relativism concerning the armed forces ban, and on the other hand, they reflect the needs that appear as a result of significant changes in the international situation. Using armed forces can be legal as well as politically and morally le-gitimate; illegal but legitimate; legal but illegitimate. The focus of this discussion is shifting more and more towards the attempt to close the gap between legality and legitimacy.
