IMPACT ON INTEGRATION THE EFFECTIVENESS OF THE MECHANISM OF STATE SUPPORT FOR AGRICULTURE UKRAINE

Abstract

The study highlights the main approaches to the definition and formation of the effectiveness of the public funding of agriculture in Ukraine in terms of European integration. This problem is compounded again by international guidelines "dosing" methods and scope of state regulation of the industry. The study used general scientific methods and techniques and empirical research methods: method of analysis and synthesis - in determining the components of the mechanism and instruments of state support; method of comparison and groupings - in determining the factors that affect the functioning of state support; methods of extrapolation and analogy in the development of measures to improve the mechanism of state support; economic and statistical methods, tabular methods - to determine the current trends in public support for agriculture The main criteria for state support of agriculture in terms of reforming the system of tax incentives, Ukraine's cooperation with the IMF and European integration. The results of the analysis of conditions and events that led to change directions and volumes of state support in the budget for 2016. To solve the problem of improving the efficiency of public funding is necessary to introduce a large-scale state program, with the assistance of international financial organizations and local authorities and local communities. In the financial provision should play an important role expansion of financial and credit markets, improving financial infrastructure, their agricultural focus, the establishment of cooperative banks, to support the development of credit unions, insurance agribusiness development, guarantee and other financial institutions. Further areas of research in this subject can act forming techniques improve public support for agriculture, identify goals and indicators of that State support was given with the greatest impact and efficiency, contributed to the development of production of certain forms of farming and rural areas.
