IMPLEMENTATION OF THE BUDGET OF PARTICIPATION IN UKRAINE (IN CASE OF TERNOPIL)

Abstract

The article outlines the problems of practical implementation of the participatory budgeting in the Ternopil municipality. In terms of integration into the world community increasing of the effectiveness of budgetary system is an extremely important element of the reform of the political system of the country. The introduction of new practices of budgeting plays an important role in this process. Over the past years in European municipalities participatory budgeting actively implemented and proves its effectiveness. From 2016 this practice implementing in the municipalities of Ukraine with the support of NGOs. The results of the implementation of this institute in the Ternopil during the last 2 years have been analyzed. Found that in the second year of implementation of the budget of participation in Ternopil, there has not been a positive dynamics. In particular, decreased the number of projects which casted and allowed to voting, the number of citizens who participated in this process remained unchanged. At the same time, reasonably, that the momentum should not be assessed purely negative. Explore what changes have occurred in legislation and information to ensure the implementation of the budget of participation in Ternopil in 2017, compared to 2016 and analyzed their impact. The main disadvantages of implementing paricipation budgeting in Ternopil classified and grouped into 4 groups: the shortcomings of the information provision of this process, corruption, chaos and speed, lack of transparency in the process of paticipatory budgeting. The ways of solving existing problems are offered: the increasing of forms of citizens’ participation in the process of participatory budgeting, informational coverage of this process, the regulation of participatory budgeting at the national level and increasing of the circle of participants in this process
