Improved four-level methodology for forecasting the levels of energy consumption with regard for structural changes in the economy

Abstract
In the work, we develop an advanced methodology for forecasting the values of energy consumption at four levels of the construction of Ukrainian economy, which enables one to determine the demand for fuel and energy resources at any level of economic structuring. It represents an integral part of the refined normative method used in the methods of complex forecasting for the main consumer groups at different hierarchical levels of economic construction with regard for the potential of energy saving from structural and technological changes in the economy.
