Abstract
The key idea of the article is the idea of building an efficient system of socio-economic development of Ukraine on the basis of the spiritual core and creative revitalization of the rural population that our country has taken a worthy place in the global social system, while not remaining on the periphery of the world economy. This system can be built based on the concept of human and social capital and focus on its implementation in government, public and socio-cultural institutions in their synergetic interaction.
