Information support of scientfic and scientific-technical activity at higher educational establishments

Abstract
The article analyzes the peculiarities of information support of scientific and scientific-technical activity at Higher Educational Establishments. Information support is considered as a subsystem in the system of scientific and scientific-technical activity, which, in interaction with other subsystems (normative, personnel, organizational, financial-economic, material-technical, marketing, metrological support), as well as with components of the external environment, ensures the system functioning and performance; the model of interaction is proposed. It is proposed to consider the subsystem of information support as a set of data and means available at Higher Educational Establishment regarding the organization, storage, accumulation, processing and use of scientific information, as well as measures for the transfer and exchange of this information among the interested individuals: scientific and scientific-pedagogical staffs, doctoral students, postgraduate students, students within HEE and external stakeholders. As part of the subsystem of information support of scientific and scientific-technical activity, the collection of information resources of scientific and scientific-technical activity and information services and systems that provide the possibility of work (access and processing) with electronic information resources is considered. The information resources of scientific and scientific-technical activity in the field of use are systematized (scientific; educational-curricular; informational resources that regulate scientific and scientific-technical activity; information resources that reflect the essence and effectiveness of the scientific and scientific-technical activity). It is shown that the availability and level of information resources, services and systems development, as well as the efficiency of their use, are important characteristics of scientific and scientific-technical activity, which prove the ability of Higher Educational Establishment to create competitive scientific products and to achieve strategic goals concerning the development of educational, scientific and innovation potential.
