ІННОВАЦІЇ ТА ІНТЕЛЕКТУАЛЬНИЙ КАПІТАЛ ЯК ДЕТЕРМІНАНТИ СТАНОВЛЕННЯ НОВОГО РЕГІОНАЛІЗМУ В УКРАЇНІ

Abstract

R.V Tulchinsky. Innovations and intellectual capital as the determinants of a new regionalism formation in Ukraine. The subject of the study is a new regionalism formation in terms of engaging in innovation and intellectual capital. The purpose of the article is to justify the importance and proposals for the use of innovations and intellectual capital as determinants of a new regionalism formation in Ukraine. The methodological basis of the research consists of general scientific methods of research and special methods of scientific knowledge, based on modern scientific principles of economic, managerial and related sciences. To solving the problems, the method used for the analysis and synthesis was used to identify the most important determinants of a new regionalism formation; the method of abstraction and formalization – to substantiate the conceptual provisions of the use of determinants of a new regionalism formation in Ukraine for the socio-economic development of regions on an innovative basis. The scientific basis of the study served as a comprehensive approach – to obtain a more holistic, integrated view of a new regionalism formation and the processes that accompany it. Results. The article examines the experience of European countries regarding R & D, which made it possible to find out that the paradigm of the new regionalism is aimed at activating the endogenous potential of the regions, paying special attention to tax incentives for enterprises in the field of R & D in the fiscal policy. It is determined that the strategic orientation of innovation development at the level of regional social systems has certain advantages and features in relation to the national level. They are that regions, taking into account the peculiarities of their development, are best aware of the needs of innovation development. For example, for some regions, it may be innovative developments related to agriculture, in the rest with industry, etc.; it can more quickly respond to changes associated with the development of innovative, for example, to introduce new innovative processes taking into account the demand and changes in the market situation as a whole; have well-established production, transport-logistic and other connections, production specialization, etc. The importance of the intellectual capital of regions in the conditions of a new regionalism formation is substantiated. The specific features of intellectual capital are its ability to generate new knowledge and ideas that are potentially capable of providing innovative development of the regions, but, at the same time, the production of intellectual capital is limited, its formation requires significant investments that are constantly increasing, both from the individual and from the state in general. Investments in intellectual capital are conditioned by historical, national, cultural features; they bring significant social and economic effect, which is characterized by synergy. Intellectual capital is the basis of innovative development of regions, the basis of their competitiveness in the world market. In turn, the growth of intellectual capital leads to the use of knowledge and information, the scale of which increases with each passing year. The measures for increasing the intellectual capital of the regions are proposed, namely: to promote the expansion of the outlook of individuals, to direct efforts on the aesthetic, cultural development of the population; to stimulate the education, training and retraining of the population taking into account the specifics of the regional labor market and its needs; to promote the increase of the importance of employees of mental work and popularization of scientific knowledge; to support the educational and scientific and technical potential of the regions; to promote the interest of employees in the innovative development of the regions; to promote innovative culture in the regions. Scope is for using by managers by regional authorities and local authorities. Key words: new regionalism, innovations, intellectual capital, knowledge, information, education.
