Innovative actions in managing human resources in self-government offices

Abstract
Creating modern self-government in 21st century means starting the process of constant improvements, eliminating shortcomings and weaknesses as well as increasing success in all the spheres of its functioning. These changes must take into account the expectations of information society, new configurations of legal regulations, expansion of information-communication technology more and more intensively shaping the processes of providing public services, and growing expectations towards self-government units and self-government employees. In an office managed in a modern way the meaning of human resources management is growing directed at productive using knowledge, skills, abilities and motivation to implement changes generating progress. Educated and competent employees make up the most dynamic and active part of every company resources. Effective functioning of the office and all the resources at its disposal depends on using them. A human has also a crucial meaning in aiming at the client’s growth of satisfaction. In the article so called good practice in managing human resources in self-government offices were analysed and estimated. This practice refers to providing administrative, technical and social services and take into consideration comprehensive development of the employees.
