INNOVATIVE AND ACTIVE SMES: ESSENCE, ASSESSMENT, DEVELOPMENTAL FACTORS AND THEIR NETWORK FORMATION

Abstract
Purpose. The aim of the article is the depth study and evaluation of the nature of innovation and active businesses, factors determining their development and networking. Methodology of research. The methodological basis of the study is the dialectical method of scientific knowledge. General scientific and special methods are used in the process of research, namely: a monographic method – for a comprehensive analysis of literary sources, the identification of causal relationships and directions of development, and a deep and detailed study of the object of research; the method of system analysis – in substantiating ways to improve the financial condition of enterprises and reduce their financial risks in the conditions of macroeconomic instability on the basis of diversification of production and capital; calculation-constructive method – at forecasting and planning of production and development of variants of economic processes of development and selection of the best of them; balance method – in the planning and analysis of the economy at different levels in order to establish proportionality in its development and timely detection of disproportions in the process of achieving the goal; normative method – at a comparative analysis of the actual financial and economic condition of economic entities and in planning and forecasting their production; abstract and logical method – used at all stages of solving economic problems, with the formulation of certain categories, concepts, economic theories and hypotheses, conclusions and recommendations. Findings. The important role of small and medium enterprises (SMEs) in economic development of the country is determined. It is substantiated that the perspective of Ukraine’s exit from the crisis is the creation of a powerful production base with the participation of innovative transformations into SMEs. An innovative project to transform the activity of the private small enterprise of the innovative profile of the ITP into the activity of the system integrator of convergence (SIC) of the subjects of the agrarian sector of the economy to the standards of the European Union is proposed for implementation. The following organizational arrangements are foreseen for the transformation of the activities of the Institute of Economics, Technology and Entrepreneurship into the activities of the SIC: a) creation of the All-Ukrainian public association “Scientific and educational innovative cluster” “Competitiveness”; b) creation of Innovative technological platforms; c) the establishment of the Center for the development, examination and implementation of projects; d) creation of the Center for technology transfer; e) creation of the Research and experimental department; e) Creation of the Publishing Information Department; g) creation of the All-Ukrainian Network of Innovative Enterprises; k) creation of the All-Ukrainian Network of Innovative Capacity Territorial Communities; l) creation of the Marketing-trading platform for the organization of the cross-border market of resources and products. Originality. An integrated approach is used in substantiating innovative proposals for expanding the all-Ukrainian and cross-border infrastructure network of technology introduction into the economy, which becomes an important source of job creation and economic growth. Findings. The obtained results of the research are aimed at the development of European integration processes on the basis of convergence of domestic business entities to the EU standards for sustainable economic development and welfare of the population.
