INNOVATIVE TRANSBOUNDARY CENTER OF EUROPEAN INTEGRATION CONVERGENCE OF AGRICULTURE BASED ON THE DEVELOPMENT OF TRANSFER OF INNOVATIONS

Abstract
Purpose. The aim of the article is to substantiate conceptual and theoretical foundations, scientific-methodological and practical recommendations of innovative project concerning the creation of innovative transboundary center of European integration convergence of agriculture based on the transfer of innovations for sustainable development of rural communities, welfare and health of population Methodology of research. It is proposed to use of a wide range of common methods in the development of the project (a systematic approach, a comprehensive approach, a historical approach, modeling, experimentation, sociological studies) to the special – drawing up plans of a certain type. It is recommended to use the whole range of methods of search, selection and substantiation of economic indicators in planning: experimentation, normative, balance, system and analytical, target-oriented, heuristic, economics and mathematics, engineering and economics, variant design, etc. The methodology a comprehensive study provides the use of program-target method, which essence consists in the application of systems analysis in solving the investigated problem based on the related measures of scientific and technical, organizational, social and economic, environmental, technological character needed to achieve this goal. Finding. It is envisaged to open following infrastructure in innovation transboundary center: 1) Center for transboundary labor market and personnel support of rural communities, which incorporates: – People’s University of competencies that will function on the basis of distance continued self-learning throughout life; – Business personnel Incubator “Universal” – for the formation and maintenance of business competence that has divisions – “pupil’s incubator”, "student’s incubator" and “professional business – personnel incubator”; – Transboundary personnel and recruitment agency, which forms the labor market. 2) Transboundary Center of transfer of innovative technologies – to enhance the level of innovative development of rural communities; 3) A consortium of innovative small and medium enterprises (SMEs) for the production and transboundary market for organic food products with the prospect of its entering to the European network of innovative SMEs; 4) A consortium of energy cooperatives of rural communities and transboundary market of bio-fuels; 5) Transboundary logistics distribution center to manage the transboundary market of products of rural communities; 6) Transboundary valeological training and practical center for assistance to public health. Originality. Substantiation of innovative project concerning the creation of innovative transboundary center of European integration convergence of agriculture based on the transfer of innovations for sustainable development of rural communities, welfare and health of population. Practical value. Creation of the Center for Technology Transfer and substantiation of the transfer of innovative technology projects from the developer to further consumer through already existing networks of technology transfer in Ukraine for promoting the solution of the problem of commercialization of innovative technologies and development of innovative, competitive agricultural enterprises of its rural communities.
