INSTITUTIONAL CHARACTERISTICS OF THE RATIONAL LAND USE SYSTEM IN POPULATED AREAS

Abstract

Introduction. The successful formation of an effective and sustainable institutional environment that involves improving the land relations system considering the conditions of sustainable development of human settlements, providing rational land use organization, depends on the effectiveness of regulatory and legal support and tools of state regulation in this area. In this regard, it is extremely important now to implement an integrated system approach concerning the improvement and approximation of interaction between institutions in the field of land and urban planning state policy. Methods. The significant trends and opinions of prominent scientists on land market development in the context of sustainable development are described in the article through which significance and features of the rational land use system in settlements becomes apparent. Results. It is found that institutional ensuring of the system of rational land use in settlements is the fundamental basis for sustainable development of human settlements on the basis of the institutional features of the system of rational land use in settlements. It affects the closeness of interrelation between the state, business entities and the environment, determining peculiarities of institutional changes in the field of land use within settlements. The author substantiates, that institutional changes are driving transformational-modification processes of ensuring qualitative changes in attributes of sustainable human settlements development, modeling of the development and intensity vector of land resources use. Discussion. Investigations of institutional characteristics of the system of rational land use in settlements allow to reveal the promising areas for further development of land relations within the settlements in the context of rational land use, that will contribute not only to timely identification and optimal resolution of environmental, social and economic issues of land use, but also ensure effective implementation of mechanisms for sustainable development of human settlements.
