Institutional customs reforming: the domestic experience of public administration

Abstract
The authors are agreeable with Fedotov O.P. to one of the key principles of significant reformation of the system of executive authorities being entrusted with implementation of the state customs and administrative procedures for their activities, is the exclusiveness of law to fulfil operational and functional tasks of the state customs affairs consistently and continuously. This thesis becomes especially relevant as the national police authorities are admitted to the customs control zone contrary to the current legislation. Under the Strategy for 2016-2020, approved by the Regulation of the Cabinet of Ministers of Ukraine no. 474-r dated June 24, 2016, the reform of public administration is one of the major reforms in the transition economies, implementing complex reforms in various areas of state policy, as well as an effective public administration system is one of the main factors of the country's competitiveness. Such system is provided by effective foreign economic activity; in particular, the customs authorities of income and duties are aimed at creating favorable conditions for the activity. The discrepancy of their system and functions with the tasks in set of active legislation order creates, thus, additional risks for the public administration in the field of economics. It has to be stated that there is no consistent, rational, strategically and tactically balanced approach to the normative and legal provision of the institutional reform of the Ukrainian customs system. The reform of the customs system will not allow achieving the goals of implementing the best world customs practices, if its real and unique goal is to increase revenues to the state budget or to solve only political issues.
