Institutional threats of forming of rural areas economic development

Abstract
Missing of formation of rural areas development mechanism prevents realisation processes of state regional politics, effective using of nature-resource potential, increasing of agricultural manufacturing array, improvement investment attractiveness of rural areas, increase of rural citizens employment and rising of their welfare, adaptation of Ukraine to demands of European Union standards in a part of rural areas development. Destabilizing influence in formation of economic mechanism of rural areas development has it's threats, key among which are: incomplete and inconsecutive legislation in the field of rural areas development, insufficient institutional capability and low effectiveness of program documents of rural development stimulation, underdevelopment and abandonment of social-economic infrastructure of rural areas, resource-functional limitation of local government and institutional incapability of local communities in rural areas. Overcoming of destabilizing influence of defined institutional threats requires achievement of such a strategic priorities as improving of regulatory support of rural areas development, bringing it closer to the requirements and standards of the EU, increasing of effectiveness of implementation of the incentive program documents of rural development; development of mechanism of modernization of rural areas infrastructure providing, improvement of their road-transport accessibility and building of information and communication connection; increase of resource-functional capacity of local governments and creating of favorable environment for the development of the institution of communities in rural areas. According to the results of the research the complex of measures was done, whose implementation will ensure achievement of definite strategic priorities and create preconditions for the formation of effective economic mechanism of rural areas development, its restructuring and diversification of economic activities types in the countryside.
