Abstract
At the present stage, in democratic systems, institutional development and introduction of new mechanisms of interaction between government and society takes place, active inclusion of citizens in the governance process, the creation of new types of cooperation and the formation of a new space of public policy, constructed not only along the “upside down” trajectory, but also behind the trajectory “from the bottom up”.
