Instruments of Socio-Economic Development of Enterprise Educational Services under Conditions of an Increased Risk in the System of Ensuring a High Quality of Life

Abstract
There have been improved principles of the information technology based on synthesis and analysis of the conceptual model of program-project-targeted approach with regard to quality indicators of education and life, instruments of development of educational services at enterprises under conditions of an increased risk in the system of ensuring a high quality of life as well as the information balance kept by consumers in the process of receiving educational services. A measure of sensitivity of semantic information for improving the quality of educational services taking into account the probability of achieving an appropriate level of specialized knowledge to become a professional after receipt of educational information has been introduced. The information technology is based on: the econometric model to improve the ranking of the educational establishment and quality of the semantic information of educational services received by the consumer (the enterprise employee) at the given education establishment taking into account the factors of efficiency, risk and utility; multi-criteria optimization of semantic information with the purpose of increasing the quality of educational services, in particular of such its aspects as internal structuring, stimulation, coordination of interests, consistent project management.
