INTEGRAL ESTIMATION OF THE EFFECTIVENESS OF SOCIAL SUPPORT PROGRAMS

Abstract
Traditionally, when evaluating the effects of social programs, many indicators are used, but this approach has some disadvantages. Some scientists propose using an alternative approach as an integral estimation. This method allows one to synthesize in a single notion separate usually differently oriented characteristics of the evaluated objects and phenomena and determine the qualitative aspect of the object and its degree of conformity to the “ideal” or specific needs. In addition, this method makes it possible to rank objects according to the degree of conformity of the synthesized characteristics to specific needs. An index of the relevance of a social program or social system of support is an integral indicator, which takes into account the different characteristics of a particular social program or system as a whole and demonstrates its degree of relevancies with the needs of the society in support. Five social programs and four indicators of execution were selected for the approbation of the proposed methodology. Then these indicators were standardized; the integral index of relevance was calculated by the formula of a multidimensional average; the higher the index value, the better the program meets the needs of society, and vice versa. The integral estimation was used to rank Ukrainian social programs by the level of relevance and the priority of reforming, and determine the most successful period when the components of social programs of support were optimally correlated and provided the best relevance, in addition, the impact of reforms on their effectiveness was evaluated. Consequently, the ease of interpretation of the data by the index of relevancy and the speed of working with them when making managerial decisions in the system of social support demonstrate the expediency of using this method for improving the methodology for evaluating the effectiveness of social programs in Ukraine.
