INTER-BUDGET RELATIONS IN THE CONTEXT OF THE INVERRALITY OF SOCIO-ECONOMIC DEVELOPMENT OF ADMINISTRATIVE TERRITORIAL UNITS OF UKRAINE

Abstract
The article discusses the theoretical aspects of determining intergovernmental relations, it is indicated that intergovernmental relations is an essential component of the budget process – it is an important tool for improving relations between central and local governments, an effective factor of economic and political development of all administrative-territorial units, ensuring equal conditions for citizens to access management services. The role of intergovernmental transfers in solving the problem of disproportion in the levels of socio-economic development of the administrative-territorial units of Ukraine is defined. The proposed approaches to the definition of the essence of intergovernmental relations.
