Interbudgetary transfers in Ukraine and their legal regulation

Abstract
Introduction. One of the most serious problems of the present day is the problem of efficient management of funds at the local level. Particular attention is paid to the problem of providing intergovernmental transfers in the current conditions of limited financial resources and the reform of decentralization of power in order to increase the level of socio-economic development of regions. Purpose. Тhe purpose of the work is a retrospective analysis of the system of establishing interbudgetary transfers and identifying areas for improving its functioning. Results. The existing system of inter-budgetary transfers in Ukraine has undergone a significant way of formation and development. Each step of reforms demonstrated positive moments and specific shortcomings that needed to improve. Authors consider steps of the system of inter-budgetary transfers formation since Ukraine was the part of USSR until the present. Authors focus on the legislative changes that took place in those days and compare them with the requirements of the current Budget code of Ukraine. The paper also provides recent statistics of dynamics and structure of inter-budgetary transfers and certain points that will contribute to increasing the financial capacity of local budgets and support for regional development in 2018. Conclusion. As a result of the research has been proposed to implement a system for evaluating the effectiveness of inter-budgetary transfers and consolidate it at the legislative level.
