Abstract

Community and later the EU development aid being focused primarily on African countries, has extended to almost all corners of developing world including countries in transformation period of the East Europę, Balkans and Central Asia. The EU madę a number of agreements with its partners in developing world referring at the same time to the financial and technical aid and support for comprehensive reform programs in these countries and health care, education or infrastructure development aid. It is obvious that the key to the balanced development of some partner countries are their own efforts directed to the development, including primarily political stabilization, economic reforms or improvement in governance quality to wide extent.
